Dr. Blake Flanders
Dr. Blake Flanders, a leader in Kansas higher education and former KBOR President and CEO from 2015 to 2026, led significant growth and improvements.
He managed six public universities and colleges, boosting graduation rates by 10 points, quadrupling state aid, increasing Pell enrollment, growing dual enrollment by 16%, and raising graduate starting wages by 29%.
He also led a facilities renewal project that cut deferred maintenance by $123 million and reduced facility space by 750,000 sq. ft.

Anthony Pope
Retired Chief of Police and Emergency Management Director, US Navy Veteran with expertise in law enforcement, healthcare security, and emergency management as well as a Certified Healthcare Professional Administrator (CHPA), Anthony Pope brings an extensive background and expertise.
As President of the IAHSS Board of Directors, Anthony helps the organization achieve its mission of leading excellence in healthcare security, safety and emergency management.
Ryan Hall
Ryan Hall is Supervisor of Safety and Environmental Services for Lee’s Summit R-7 School District. During his 14-year tenure, he has led numerous safety and security improvements. He facilitates the district’s Emergency Response Quality Focus Team and Security Team and coordinates with local emergency agencies.
Ryan manages security technology and works with the facilities department to ensure new and retrofitted buildings incorporate district security standards and industry-leading practices. He also oversees risk management and environmental and physical safety programs.
